Mayor Katchur called the regular Council Meeting of March 10, 2015 to order at 6:00 p.m.

4.1   AltaLink Update

        Presented by:  Ed Toupin, Manager, Municipal and Community Relations, AltaLink

 

 

Mr. Ed Toupin, Manager, Municipal and Community Relations, AltaLink was in attendance to provide an update to members of Council and Administration on AltaLink and its electrical transmission projects in Fort Saskatchewan and area.

 

 

Mayor Katchur thanked Mr. Toupin for his presentation.

 

 

5.   Public Hearing

 

 

5.1  Bylaw C5-15 to Amend Land Use Bylaw C10-13 by Redistricting a Portion of SE 1/4 Section of 19-54-22-W4M and a Portion of Lot 1, Block 1, Plan 022 6974 from UR - Urban Reserve District to RC - Comprehensively Planned Residential District, R3 - Small Lot Residential District, and DC(A)-07 - Direct Control - Residential (Southfort Meadows Stage 5) - Southfort Meadows Stage 4 and 5

       Presented by:  Janel Smith-Duguid, Director, Planning & Development

       Applicant/Owner:  WSP Canada Inc. (formerly Focus Corporation) on behalf of Southfort Development Corp.

 

 

Mayor Katchur opened the Public Hearing at 6:13 p.m.

 

 

A Public Hearing was held to hear any submissions for or against Bylaw C5-15.  Bylaw C5-15 received first reading at the February 10, 2015 regular Council Meeting.

 

Mayor Katchur asked if anyone wished to speak in favour or against Bylaw C5-15.

 

Mr. Graham Polischuk and Mrs. Jennifer Polischuk, residents, were in attendance to speak against Bylaw C5-15.

 

Mayor Katchur thanked Mr. and Mrs. Polischuk for their presentation.

 

Mr. Andrew Usenik, Development Manager, Strata Development Corp., was in attendance to speak in favour of Bylaw C5-15.

 

Mayor Katchur thanked Mr. Usenik for his presentation.

 

Mayor Katchur asked if anyone else wished to speak in favour or against Bylaw C5-15.

 

There were no further submissions.

6.1   Bylaw C5-15 to Amend Land Use Bylaw C10-13 by Redistricting a Portion of SE 1/4 Section of 19-54-22-W4M and a Portion of Lot 1, Block 1, Plan 022 6974 from UR - Urban Reserve District to RC - Comprehensively Planned Residential District, R3 - Small Lot Residential District, and DC(A)-07 - Direct Control - Residential (Southfort Meadows Stage 5) - Southfort Meadows Stage 4 and 5 - 2nd and 3rd reading

MOVED BY Councillor Bossert that Council amend Bylaw C5-15, Subsection 9.12.3 by deleting the use “semi-detached dwelling” and removing any such references in the Bylaw.

MOVED BY Councillor Hennig that Council amend Bylaw C5-15 by replacing Subsection 9.12.7(a) – Combined Side Yard Regulations with the following regulation:  “The reduced setback shall only be applied to the block in its entirety or a minimum of seven contiguous single detached lots.”

MOVED BY Councillor Hennig that Council give second reading to Bylaw C5-15 to amend Land Use Bylaw C10-13 by redistricting a Portion of SE ¼ Section of 19-54-22-W4M and a Portion of Lot 1, Block 1, Plan 022 6974 from UR - Urban Reserve District to RC – Comprehensively Planned Residential District, R3 – Small Lot Residential District, and DC(A)-07 - Direct Control – Residential (Southfort Meadows Stage 5).

 

Councillor Hennig withdrew his motion.
